Deepening the Opening Up for Win-win Cooperation

On April 10, the Boao Forum for Asia Annual Conference 2018 was successfully held in Hainan province of China. On the opening ceremony of the conference, Chinese President His Excellency Xi Jinping delivered a keynote speech themed with "Openness for Greater Prosperity, Innovation for a Better Future", comprehensively reviewed the course of China's reform and opening-up, and announced China's measures to further expand opening-up. With an in-depth analysis of the world's mega-trends and a vocal expression of China's position, President Xi's speech was widely applauded around the world.

China's development is the world's opportunity. Over the past four decades, with united and determined efforts, the Chinese people have significantly unleashed and enhanced productivity in China through hard work with an unyielding spirit, bringing enormous changes to the country, and successfully blazing a path of socialism with Chinese characteristics. China now is the world's second largest economy, the largest industrial producer, the largest holder of foreign exchange reserve and the largest trader of goods. More than 700 million poor Chinese population have been lifted out of poverty, contributing to over 70% of global poverty reduction efforts. China's contribution to world's economic growth has been more than 30%. The Belt and Road Initiative and China's other endeavors have made the world economy more balanced and inclusive.

In the next 5 years, China will import 8 trillion dollars of goods, invest over 750 billion dollars abroad, and is expected to have over 650 million tourists out of China. A more open, prosperous, stable and fast growing China will make greater contributions to and create more opportunities for common prosperity of the world.

China is committed to build a community with a shared future for mankind. On October 19, 2017, the 19th National Congress of the Communist Party of China (CPC) made a top-level design for China's diplomacy in the new era, clearly pointed out in its report that the major country diplomacy with Chinese characteristics aims to foster a new type of international relations and build a community with a shared future for mankind, which aims to abandon the law of the jungle that leaves the weak at the mercy of the strong, and explore a new type of international relations featuring mutual respect, fairness, justice, and win-win cooperation.

The community with a shared future for mankind is aimed at addressing various global challenges, providing China's approach to the crucial issue of mankind's future through building an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity.

At a time when protectionism and isolationism are gaining traction amid the undercurrents of deglobalization, China follows the principle of achieving shared growth through discussion and collaboration in engaging in global governance, providing great stability for the current international situation inundated with uncertainty and will inject a strong positive energy into the pursuit of a better future for human society.

China's success consists in opening-up and cooperation. China is steadfastly committed to further opening-up, which is in keeping with the crystallization of its past experience and constitutes a future-oriented strategic choice.

The Chinese people have made opening-up a fundamental national policy. From WTO accession to the Belt and Road Initiative, China has made significant contribution to mitigating the Asian financial crisis and the global financial crisis. Contributing over 30% of global growth in recent years, China has become a key anchor and driver for the world economy and a positive force in advancing the noble cause of global peace and development.

The Belt and Road Initiative was first proposed by President Xi four years ago in 2013. Since then, over 100 countries and international organizations have voiced their support and interest in participating in this Initiative, the Belt and Road Initiative has been written into important resolutions of the UN General Assembly and the UN Security Council. Over 80 countries and international organizations have signed cooperation agreements with China. From 2014 to 2017, there has been a trade and investment boom along the Belt and Road, trade between China and countries along the routes exceeded $4 trillion and Chinese investment in these countries topped $60 billion. By the end of 2017, the AIIB had approved more than 20 investment projects totaling over US$3.7 billion. The Silk Road Fund has signed off 17 deals and committed investments worth US$7 billion.

China will remain unchanged its adherence to the opening up. President Xi Jinping pointed out that what has happened proves that opening-up was key to China's economic growth over the past 40 years and in the same vein, high-quality development of China's economy in the future can only be achieved with greater openness. China's door of opening up will not be closed and will only open even wider. In the keynote speech, President Xi Jinping announced that China will adopt a series of new major measures to pursue further opening. China will significantly broaden market access, create a more attractive investment environment, strengthen protection of intellectual property rights (IPR), take the initiative to expand imports, which was widely applauded around the world. These significant endeavors serve to highlight China's firm resolve and strong determination to open up in an proactive manner in the new era and constitute China's pragmatic approach in keeping with its own development tempo and the current trends of our time.

China can not develop in isolation from the world and the world's development needs China on board. Practice has proven and will continue to prove that China's determination to facilitate the progress of humanity is unshakable, and that China will stay as determined as ever to build world peace, contribute to global prosperity and uphold the international order.

Currently, China and Fiji enjoy excellent relations. China respects Fiji's independent and self-reliant foreign policy, and chooses to support Fiji's reasonable pursuits as regards both international and regional issues along with its particular role in addressing these issues. Under the guidance of the strategic partnership featuring mutual respect and common development, the two sides are supposed to assume a long-term perspective and make a sound connection between each other's development strategies. It is advisable for both sides to give play to each other's strengths and explore new ways for cooperation while making use of various ways of financing and investment. It is advisable as well to explore new cooperation sectors in infrastructure, agriculture, forestry, fishery, tourism, new energy, etc. China is proactive, endeavoring and opening up further while Fiji is committed to development and growth. The two countries are each other's opportunity and there will be vast space for mutual cooperation.
